About Us
Willey Surveying was first established in 1993,
focusing primarily on boundary and topographic
surveying and construction stakeout. In 1996,
the company formally merged with Fraser-Vesper &
Associates, which in 2000 became Fraser-Willey and
Associates, P.C. Dennis J. Willey, PLS served
as vice president in charge of the Civil/Survey
Division of the company, which had offices in
Geneseo and Rochester, New York. He served as
Principal-in-Charge and/or Project Manager on
thousands of surveys and
hundreds of residential, commercial, industrial and
municipal development projects, working closely with
the design engineers, technicians and consultants.
In 2008, Mr. Willey and Mr. Fraser decided to
split the company, so that they could concentrate
more on their individual areas of interest and
expertise. Mr. Willey re-established Willey
Surveying under the formal name of Willey Land
Surveying, PLLC. He formed alliances and joint
venture agreements with
several engineering consultants.
This teamwork has allowed us to continue to provide
the comprehensive Land Planning and Civil Design
services that were previously provided by
Fraser-Willey & Associates.
The Porter Engineering Group was established by
Russell D. Porter, P.E., a professional engineer
licensed in the States of New York, New Jersey and
Pennsylvania. Mr. Porter has over thirty years
of project management experience, including sixteen
years overseeing all phases of the commercial land
development expansion program for Wegmans Food
Markets, Inc. He is a past president of the
Rochester Section of the American Society of Civil
Engineers and was recently elected to the ASCE
Region 1 Board of Governors.
The Professional Engineering
Group was established by Scott A. Harter. P.E. in
1996. With over 25 years of civil engineering
experience, Scott has provided design and project
management services on hundreds of residential and
commercial site development and infrastructure
projects. He has also provided site plan
review services to several municipalities.
